6.2 CLIENT MANAGEMENT
This procedure applies to the supply of seafarers to vessels under technical and crew management contracts.
6.2.1 General
It is recognized that the development of a working relationship with the client, regarding the effective crewing of their vessels, is critical. Depending upon an individual client relationship, the primary point of contact may, or may not, be that of the Crew Manager. In any case, he/she shall ensure that crewing issues are given the required priority.
6.2.2 Vessels Entering Management
The Managing Director shall ensure that all Crewing items on the Office Form A-16 are agreed with the client prior to establishing a technical management or crew management contract.
6.2.3 Client Review
The Managing Director or appointed designate shall review the crewing items of the A-16 with the vessel’s owners in advance of:
- Submission of budgets for the forthcoming year;
- An intended change of Flag;
- An intended change in specific circumstances including maintenance and/or operational requirements;
- An impending confirmed change of the minimum manning level.
6.2.4 Manning Levels
Manning levels are agreed with the client and are documented on the A-16.
At all times the requirements of the Safe Manning Certificate shall be complied with.
Once determined, manning levels are monitored by the Crew Manager / Coordinator and Fleet Cell in consultation with the client. Manning levels can be increased or decreased at any time upon receipt of the client’s written authorisation. In the case of any intended reduction in manning levels, the Crew Manager / Coordinator must ensure that international legislations are not violated and that any necessary dispensation is secured from the relevant Flag State Authority.
6.2.5 Client Portfolio
For all Crew Management Contracts, a Client Portfolio shall be maintained by the FLP Manager / Crew Manager containing the following:
- Contact details;
- Contingency information;
- A-16 (Crewing Section)
6.2.6 Crew Forecast
In order to plan for future crew requirements, the Crew Managers shall discuss fleet changes, or changes expected over the following six months, with their respective MDs and complete the Crew Forecast spreadsheet. Details of vessels due to enter or leave the managed fleet in the following six months shall be entered. This procedure applies for Full and Crew Managed vessels and TBAs must also be identified. FLP Manager, having direct contracts with clients for crew supply.
This spreadsheet shall be sent to the MD on a weekly basis. If there are no changes to the status of vessels leaving or entering management, MD shall also be informed.
